I can't even tell what language I'm looking at. Farsi? Arabic?
Oh well. Clearly blogging by world leaders will be a fantastic new tool for promoting international peace and understanding. In fact, the more time they spend blogging, the less time they'll have for more dangerous mischief.
Let's get Kim Jong-il, Alexander Lukashenka, and Hugo Chavez started!

well, first of all, www.turkmenbashi.tv was not available, secondly the "org" is quite justified, we are talking a major one-man organization here:

I stand corrected, Nathalie -- the Turkenbashi certainly qualifies as an org -- after all, he's providing "free" water, gas. and electricity to all the people of Turkmenistan.
Inspired by you, I tried www.lukashenko.org and www.kim-jong-il.org. Both exist. Lukashenka's page is a boring tsoviet thing with statistics about Belarus. Kim's page features high reolution action photos of him, a different photo every time you reload.
I'm never surprised when Tom Palmer has an idea before I do, but when third rate dictators do, well, that's depressing.

Ah, I find you tough on Luka's page. Beside the revealing statistics, there is a highly interesting description of the Prez himself:

And, last but not least, the last §:

Strangely enough, it appears that your cite from the Luka site is perfectly correct: he does indeed favor international human rights programs. It's only human rights programs in Belarus he opposes.
